Herb was raised in the Caribbean by his buccaneer father. As a young boy, his father couldn't make enough to afford Herb a proper weapon, so he taught the boy to fence using a fishing rod. Now the successful owner of Herb's Bait and Tackle shop in Carlos Harbour, he still favors the impractical weapon. His proficiency with such an odd weapon often has a distracting effect on his opponents. When he takes to the high seas, Herb is used to making the best of poor odds; crippling the enemy with sudden and vicious attacks is something of a specialty.
